Nova that hapened to me too but to fix the problem you have to exrtact the mod and then put the mod into the addons folder and unsibcribe from it beacuse if the mod is linked to the steamworkshop it might not work. so do this if thats happening to you.

Step1: Download Gmpublisher by Bi;;y on gituhb
Step2: Go to installed addons tab
Step3: Click on addon and press extract to addons
Step4: Once it finshis extracting go check if it is in gmod addons
Step5: if it is then leave it there (note if you wanna disable th addon put it into a diferent folder)
Step6: Unsubscribe from the stea, workshop version
Done :)
