Does this work on Build 41? I see tag included but it doesn't work on my server. I did verify settings were to disable everything by default.

if any of ye are wondering how to use the mod in single player (judging by what the author says), you'll need PZ's debug mode enabled.

One way to do this is to just change PZ's launch parameters to "debug", or use an alternative launcher that launches PZ in debug mode by default (example - WeMod).

Without launching the game in debug mode, the settings simply won't work afaik

You won't have admin privileges without debug enabled in SP.

According to Steam, this mod has 571 current subscribers, but I thought, that can't be true. If it did, then it would have at least 600 awards by now.
