You can add dependencies to the .descriptor and .mod to require the oriiginal mod. :)

dependencies={
"Old World Blues"
}
Is an example that I have in one of my mods, but I can't check the name you need here! You can follow the code (like yours is 3197413315) in the Stellaris workshop folder, go to the .mod or .descriptor there to see what it's called.

As long as the original mod is a requirement and you aren't reuploading the assets yourself, you won't need permission :)
