Hard to say if youre running other mods. It works fine for me in IA. so perhaps try without any other mods and see if it works fine then just try graphical mods then start putting in other mods one at a time until you find the conflict.

for what ever reason this seems like its not working on IA, buildings are taking 2 and 3 turns and i cant think of a conflicting mod

No it is for AI and player. I do not do cheat mod versions sorry. Yes it should work with all DLCs and campaigns.

It is because it is not converted over to the new one with the new DLC data fixed. Once this is done I can update the mods.

Take your time. I think the scheme for this and the one turn tech mods are the reason my game is not working

Updated for latest DLC - please let me know if there are issues and I'll see what I can do; just a side note I do not own the DLC so I cannot say it works for it as I cannot test it myself.
