The game badly needs an un-helmeted Blood Dragon Lord - is this possible? Blood Dragon Knights have alosobeen bugged since TW1 with their torso and leg armor being totally mismatched colours

Correct. Also, yes he is dual wielding normally, this mod changes that to give him a shield + 35 sheld block value.
