Yes..when you open Left 4 Dead 2 , there should be something on the menu that says "manage add-pns" click that and see if you have the mod checked marked.

Ok. Me and my friend just tested the flashlight and it works. Is it checked in the addon folder? is it conflicting with anything in the addonfolder? if none of that works maybe you can mess with some settings but i didnt see any flashlight setting when I just looked. You may need to verify your game cache.
