Talent Additions Parallel makes all six vanilla jobs have parallel unlocks. It does not affect the Scientist mod at all. The mods are compatible but don't really affect each other. If you this job to be parallel as well you need this version of the mod, so you'd want Scientist Parallel and Talent Additions Parallel.

I think I asked the wrong question. Does Talent Additions parallel mod make ALL talent trees parallel (including scientist)? Does this one do the same?

Correct, if I'm reading it right. The "Parallel Unlock" mods remove the necessity for installing the standard mods as they contain all the same content. If you want standard Scientist and Talent Additions Parallel Unlock, get standard scientist and Parallel Unlock Talent Additions. If you want Parallel Scientist and not standard, then get Parallel Scientist and don't get the standard Scientist mod.

So, if I want Scientifist Job and Talent Additions and parallel unlock, I need to install 1 normal mod and 1 parallel one, correct?

I can't fix it if I don't know what's broken. I just tested it again and everything seemed to be working. Do you have this mod and the main scientist mod active at the same time? They are not compatible.
