Rajendra Cholas +3 Combat strength to naval units also didnt work twice. Only applied once.

So this Civs Unique ability has a bug apparently. The two charges for the Great Admiral doesn't always apply. I just used Leif Erikson's ability to increase sight range of all naval vessels, it only worked once, the second time no sight range increase.
