Unless you are using custom navmesh or something that still works. But there are spots where throwing a bile would be unreachable for zombies just make sure you are throwing it at visible parts of the roof. Just don't throw it on that long ventilation shaft you can see on the roof because top of it has bad nav and is unreachable for zombies.

I Firmly remember using Bile, by throwing it out a window in the Hotel of Dead Center, to make the zombies jump to there death after it. Now a days that doesn't happen at all. Instead they just stand there and jump around like they do when a player they aggro on is out of bounds.
Covering an infected by bile kinda does that already. All the wanderers will be attracted towards the biled zombie + if there wasn't 30 wanderers additional zombies spawn up to 30. It seems like there is a bigger horde mainly because people start killing those zombies too soon which frees the spot for new wanderers that will spawn up ahead and immediately run towards the bile. If you instead kill all the biled zombies at once right as the bile effect ends you won't get this problem.
Also important thing is that if bile is thrown on the ground without covering any infected it behaves differently. It attracts all the currently spawned wanderers + adds 30 zombies to the pending queue (or in simpler words spawns a horde) meaning you will have to deal with at least 60 zombies if there were 30 wanderers already present.
