AFAIK the Chinese translation team did include them in their main translation patch here: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=3259426210 - just make sure to put this translation patch at the bottom of your mod loading list.

Yes, this submod should work with either SCE versions out there on the Steam Workshop.

I'm looking to do a preliminary update for this mod tonight, then do a proper update for SCE-specific tech AI weightings later once they release the update.

Quick Note : This is not yet compatible with Hoi4 1.14.* release, I'm waiting for SCE to be update first before updating this compatibility patch.
