First you need an Admin player on. To set yourself as an Admin, in the Dedicated Server Window (the one that's in the cmd window (black window with lots of white text)), you need to do this:
/setaccesslevel <YOUR USERNAME> admin

Replace <YOUR USERNAME> with the username, of course. No brackets or fancy "quotes" necessary! ( Although I think you'll need to use quotes if your username has a space in it? Not 100% sure on that one, but yeah... )

Once you do that, head back in-game, return to the main menu, and re-join.

You should now see an army man-looking icon to your left. Click that, and you should see "Start Round" on it, as well as a few other options.

@"Uncle" Leon you can add in additional mods if you'd like to ROK, but some mods that add new items may disrupt the in-game economy. You can host your own server to play with friends by checking the guide listed in the workshop description.
