I don't understand how to set up the scenario. I read the instructions and seleced it but all of my enimies will be the same age as me so they will use modren infantry against me. what do I do to make the scenario work like the story goes in the discription?

For reasons unknown to me invading French/Spanish armies suffer no attrition damage regardless of any attrition upgrades I have and loss of their supply wagons. Is this intended?

What is Mod Manager and how do I get it?

To play it start a solo game > quick battle. Then under Game Rules, select scenario. And then select the scenario at the bottom and you are good to go.

The Mod Manager files are located in a different place, so if you try to "load scenario" from the main menu, you would have to know where they are and navigate. We may try to improve that. We have some ideas.

You have to switch via game properties (Steam game list by right clicking), then selecting Betas tab, and drop down to "Mod Manager Beta". Then you'll be able to test out these mods.
