I am not planning on making updates for anyone else's mods unless the author in question marks the mod abandoned or makes a request that I take it over that I accept. These mods are intended more for individuals only want specific things to affect learning speed rather than making all things that affect global learning factor to affect learning speed, or who want those things to affect children more than they affect adults.

There was a mod for 1.4 that worked in a much simpler way - by making learning factor affect... learning. Instead of having separate patches for each gene and implant, it makes use of already existing stat. Maybe just update it instead?

Wow .. I always assumed this would work out of the box and installed those when ever I had the opportunity.
