these are the actual mod text that change how the wand works using this guys mod.
in a block of text describing the wands stats there is a string with possible spells, you can delete them all and replace it with: gun.actions = {"LIGHT_BULLET"} to only get spark bolt every start, for example.

Use the above website to make your own craziness. Also can change the mana and recharge or whatever, but im only chasing more consistent runs. I also added BOMB back to the bomb wand.
