Not sure if it still works. No longer supporting this addon, but the general idea is it forces you to pick an RP name when you join the server, however you can still type /name <Your name> at any time.

I'm not sure if there's an addon for it. I did a quick google search for you.

You can force peoples names using ULX though. Have you used ULX?
