As stated in the description xd:

In V67+, Jake added this mod's functionality into the base game.
However the archery range has no upgrades while barracks do, in V67+, this mod gives archery range upgrades similar to barracks.

Isnt there a tech already added for V68? whats the difference?

I havent use that mod so i cant tell you for sure, but if that mod modifies the same files this mod modifies, one will overwrite the other depending on the load order, this mod modifies the following vanilla files:
V65 & V66: init/tech/battle.
V67: init/room/archery_vanilla.

Does this mod conflict with the easy mode mod that changes the training time as well?

Updated for V67, what this mod used to do before V67 is now in base game, in V67, this mod allows the archery range room to be upgraded twice, similar to the melee training room
