Plus, there are other cop packs that include black cops.

Glitched: When I go into the addon tab and click on this they look like they have pinstipe multicolor suits, only 4 are loaded, the 4th has no head just eyes and a mouth and then GMod crashes

Maybe for certain people, but I can assure you it works for the majority.
Perhaps you have a script running from another addon that is conflicting?
