This one is probably a design choice and it's related to UpB as well. If your oponents gets hit by empowered UpB and he is close enough the DIin make the first hits move the oponent in the other direction turning that DI into DIout and giving some cheesy kills at really low percents. I feel it very frustratings for the recieving end :/

Also after a bit of more testing something like just giving fair one or two more frames of lifetime on the hitbox should do it imo, and if you don't want to change much about the super armour, Id say at the very least change the burrow exit armour, it can lead to campy gameplay. Im glad you are taking my feedback in mind, but remember to also stay with your vision (the armour is insane though)
Also the throws being used with different inputs iI found really akward, I'd love it if you could just make it a directional thing instead, although if not I'm sure it is something I can get used to. Another small thing is that fair is really easy to miss with it's incredibly small hitbox and short duration, finally, the taunt could be better honestly, he is a cool lizard wrestler and he just does a small groan. Regardless, he is a really fun heavyweight and I love his up special.
