can we get a compatibility for no ungoverned penalty mod?, both mods are great and would be a great synergy for both to be useable together

Can you maybe make a version that only changes the chances for features without change the undergoverned penalty?

I like the 10%, i think that this was a good idea from the developers to prevent to extreme power gaming against the either way dump AI.

Once we have a proper mod tool kit from the devs. Currently the most we can do is fumble with the code here and there.
