Try putting it at the end of your load order so it has the highest priority.

Maybe some mod block it, but in my playset nothing change buildings or ArcheoTechs, it's near vanilla.
It is for ANCIENT REFINERY, not the regular one.
I was looking at your code because I was making a patch, this mod conflicts with additional vanilla buildings.

I like to keep them separate for compatibility reasons. The less you change on each mod the easier it is to keep them compatible with other mods.
