AI will immediately switch off higher tier PM when they are in the red, which they often will be because the costs of war has been increased
however once they do this they are more or less doomed to lose any wars from low solider count.

I think they did fix it in 1.5.10. I just started an unmodded observer game and I did see EIC upgrade military PMs after researching General Staff (which unlocks the first PM). Also great powers were using the first PM.
