I do think that most of the stuff from this event / contest just really doesn't look like anything you'd see within tf2's theme without explanation. Unless if there's some kind of major announcement or update to go along with things like this, I think they will just end up looking odd and out of place when put into the game. For the contest alone though it definitely is neat, but for getting added into tf2, which is the main point of submitting something to the workshop, I don't think this fits.

It doesn't look like a thing from TF2 or even the time period that the game takes place in, but a modern imagining of that style.
