No, I didn't know you could do this. In fact, I posed this specific question in the user mod section of the HoI4 forums, but I was told you could not do this for *.txt files, only for LUA files (which I've successfully done in other mods).
Question then: does your method simply add the icons listed (in the mod directory) to what is already in the base game file [00_planes_icons.txt] (I assume so)? Or, does it use your listed icons instead (which would seem to be a moot point to me)?
Also, I rearranged the vanilla icons so the order makes more sense (mixing the order in which they appear with my icons). I assume I would not be able to do this using your method?

You can create a new, separate one if you want to increase compatibility. To cite an example, the British Planes Reskin Mod adds those separate files in that directory.
Of course, you could be overwriting it for other reasons. Just posting this FYI in case you didn't know (which I think you actually do).
