The game disables all addons in versus game modes, so they will not be activated unless the server where the game is played allows addons to be used. There are tutorials on that.
If you mean the tank arms in vs, I don't know. I didn't consider it when making the mod, and I guess the files to modify will be different ones than the full model.

As far as I know there is no way to do that. It will appear only if the campaign includes it, or in the Tank Run mutation, where the three models appear cyclically.
You can only spawn the tank assigned to the campaign with the command "z_spawn tank".
