Yes; as per the description, you may need to wait for a week or two of in-game time to pass before the numbers are refreshed and modifiers are applied to every country in the game if you do.

As per the Compatibility section:
"CFR can also be used in existing saves - please allow for at least a week of game time for all numbers to be calculated for all countries."

Does it need a "fresh" game or is it compatible also with the saved games?
