If you uploaded a level and you are not sure if they worked you can easily check by looking right under the workshop cover on the workshop page of your level. If the level has a tag "With mods" then you put the mods in the correct mods folder.

You put the mods in the incorrect mods folder. Go to Documents> My Games> HotlineMiami2 > Levels > single > then go inside the folder of the level you created (this folder will be created as soon as you make a new lvl in the lvl editor) and create a new "mods" folder, put the mods inside there. Otherwise the level will appear to be vanilla for anyone who downloaded it.
