这个奇观的效果modifier有问题，仅限建成奇观时的总督城市能用信仰买建筑，但是移动总督之后，效果就会消失。
我去年底就在mod群里给你提交了效果纠正后的配置文件，如果有空的话还请更新下。

我这里只有建成时有总督的城市能用信仰购买区域，总督换城市之后就没有这个效果了，换回来也没有

Its certainly a great idea, But maybe Faith 10 times the Culture is too much. It would be better with some balance.
