For B41 yes but for B42 I haven't tested -- I am thinking of waiting until "stable" version is released.

Not really, actual mod Weapon Sound Expansions has no Weapon Sound Only - For Addons inside of it, just Weapon Sound Expansions. So while trying to turn it on during single player it's not possible, but I found the older version of this mod on the other website and both folders were in it. So you can double check it but Im sure this 1 is missing right now in your mod. Anyway, this mod works fine on the online servers, but for players for single players the folder is missing so you can fix it :)
that mod did not get an update for a very long time. I think the problem is from your side.

I am afraid there is no way to reduce it as far as I know... and since I don't own these sounds, I cant just reduce their volumes and upload them back to workshop.
Hypothetically, one manual solution from user perspective would be to writing a python script to load each sound files within "Sound Weapon Expansions" and then applying adjustments with libraries and saving them.
Make sure to only enable "Weapon Sound Only - For Addons" with "Nihilist's silencers". Other than this, are you using another weapon mod?
