Thanks for this. The arbitrary cap of 10% is entirely nonsensical and should be removed. It's not even possible to reach 0% anymore anyways, only approach it

@Mailman You need to change
"MINIMUM_NUMBER_OF_FACTORIES_TAKEN_BY_CONSUMER_GOODS_VALUE" in defines that regulates the min value of civ factory in consumer goods
and change
"MINIMUM_NUMBER_OF_FACTORIES_TAKEN_BY_CONSUMER_GOODS_PERCENT"
so the percentage could drop lower than 10%
