Change
`allowed = { has_tech = paratroopers }`
to
`allowed = { }`
The "allowed" check only fires at the start or loading of a game. So if you start a game with no paratroopers tech, allowed takes priority over visible and prevents the decision category from appearing. Removing the check in allowed lets the visible check do the work, and the decisions appear as expected after the player researches Paratroopers tech.
I hope a patch could be made tho, even for other popular mods such as Kaiserreich and The New Order

You could have the pack artillery have equipment variants (like the armored car) instead of an artillery tree overwrite, and that would make it highly compatible with other mods.
