I understand they don't currently need it. I'm asking if a version can be added to the pack that continues to spawn when the Green Cities DLC policy, which forces EV use by all citizens is in force, that these "EV-but-not-needing-Green Cities" continue to spawn? Currently when the mandate is enabled the do not spawn.

All electric vehicles do not need Green Cities DLC mandate.

Can this be converted into an actual EV, compatible with the CS:Green Cities DLC EV mandate?
