ok, the dump sites don't refuel the ships, you need to add a regular harbor (with fuel) in your route for the ships to refuel

@des yes, the ships go beyond the borders to collect waste and then come back to the dump site at sea and then just sit there stuck with a gas icon for some reason

@KarolOfGutovo, yes ships can load waste from it but very slowly - it's hard to clean the oceans :)
