No, it doesn't have paint regions. you would need to reskin the cosmetics's textures entirely to change their color.

We do understand, most of the time that community don't understand the Requires game content. Due to limitations of the size content. If you want to export so badly, sure.. you can do that, but you'll break the policy by Valve.
