Knowing Valve's incompetency when it comes to taking stuff that's meant to be halloween restricted and then adding it in unrestricted, you can't be sure of that.
Also the workshop hasn't been getting much tacky holiday stuff recently, and of the few that have been put on here, they have been getting negative feedback. Go look at the comment sections of the Ol' Witcheroo or Sole Gargoyles. Also when it comes to random object on head stuff, that has been fairly lacking as well, and of the few creators who do still do that stuff, they usually delete and block people for giving that kind of feedback.
But if y'all have the time to comment on how this is bait, how come I don't see y'all commenting on how bad the beanies, pocket cosmetics and random objects on mercs' head then?
You do realize that Team Fortress 2 is a very much cartoon styled game, right?
The way I see it this is an exaggerated cartoony expression.
Like, the pyro is ♥♥♥♥♥♥♥ grinning and has its eyebrows squinted downwards, how does that not look like furry bait?

Iunno, if you're the sort of person who genuinely takes issue with a niche community of people, that seeing something made in the workshop upsets you because said niche community of people might like it, then that's really none of your business and also not an issue.
Still a good cosmetic either way.
Please either make it non-paintable or make the the gold parts paintable, not the whole thing.
