It is up to Valve to actually fix such paints, but in the same way that they would never remove shite hats like the Banana or all the garbage caps we have gotten over the years, or in the same way that they will never improve crappy maps like Junction or Turbine, we are never going to get a paint overhaul, as it would take the three developers working part-time too long to do.
If your reasoning is because you don't want to see people using lime green & neon pink, then that's a you problem; TF2's paint choices are Valve's choices, as tacky as some of them are, and the only people more obsessed with the more overzealous colour options are the people that claim so many people use them.
