Maybe because there are some people out there who might wanna color it other natural hair colors?
(Blonde or Black for example)

Also the creator already made an alt style that paints the headband, you can just use that one if this cosmetic makes it into a future update.

Good hat and fits scout, but why make the whole hair paintable? The band itself would have been fine.
