Sounds like some mod files weren't removed. You need to remove the game folder before reinstalling. Refer to the clean install guide:

doesnt work, whenever i select i4 then engine block it tells me its cos of some missing file with the 13b so i deleted the mod but and it keeps doing the same thing so i deleted every mod i had and deleted the game then re-instaled and stated a new carer after deleting my old one and i still have the same problem
