I don't think Valve would make it compatible with hats either way to be fair, as most hats would very likely clip with the hair.

I get it's supposed to be a reference and all but it would perhaps be more usable in more loadouts and would fit the artstyle better if the edges on the back of their hair wouldn't be so sharp and be more like a normal hairstyle.
