There;s no fix as far as i know, It's just the way source engine handle alphas. There is alternative way to render the alphas but it's much cheaper looking and made the hair look really bad.

The model itself looks great, though there's this weird thing where part of the ponytail is see-through when playing in third person. Not sure if there's a way to fix it.
