When you mash together a broken Buff Banner and a Broken Battalion's backup you get this weapon (well it would be cool it the stats for this was inspired by the 2 backpacks)

We have damage booster, defense booster, health and speed booster. We should make the stats like:
+ 20% max Primary ammo on wearer.
Provides area ammo regeneration at the speed of a Level 2 Dispenser and gives 20% faster reload speed.
Rage increases through damage done. (600/480 damage)

I think passive 20% movement speed is great idea but that should be it OR "rage meter" gives 20% speed boost to nearby team members and last 2 seconds longer than Buff Banner.

Since everyone is saying that this should give a speed boost when activated, how about this?
Builds rage as you move (similarly to Soda Popper.) After about 3000 HU traveled, you can activate a boost that increases movement speed to you and nearby teammates by 30%.

I like it. Not many people see the use of the Soldier's flags. Even though they can be just as deadly as a medic uber. Seeing how it lasts longer and effects more players then a medic-uber/krigs. 5 players minicriting or one with full crits? Hmmmmmmmm....
