I've never heard of INPC; all I can suggest is restarting Gmod, or disabling INPC and restarting Gmod.

INPC is what helps make friendly/enemy npcs move around

Try disabling INPC and see if that helps.

when you first spawn in the hostile npcs, they dont even move (even tho the INPC mod is enabled). friendly versions do move tho
