You can also check if it works in Sandbox, make sure to turn off research, if you can place it there then it definitely means you've missed something.

hi for some reason it's locked in my game. I've been researching different themes but it's not unlocking for some reason. Do you know what I should research by any chance? The build looks so cool so I really want to put it in my zoo!!

You're welcome, I know there are new players joining PZ every day so not everyone has the luxury of owning the many DLC's needed for some workshop items
