The sandbox nature of the game and the multitude of other mods which can effect it makes it impossible to balance. But, it's a silly roleplay trait and thus not intended to be balanced in the first place.
You can indirectly edit the amount of points it gives by changing the Free Trait Points sandbox option as described in the comments of my Broken & Burnt Body mod.
