My original intention was for Valve to implement a modified Pyro model that includes the skull, and have this cosmetic merely "toggle" that head bodygroup.
As an alternative, if implemented it might be preferable for Valve to ignore the modified Pyro model entirely, and simply add the modified Voodoo Cursed Pyro Soul model as an alternate style. The alternate style would be a "headless" version of the normal cosmetic as seen in this submission, but be configured to toggle the default Pyro head on.
Doing so will allow people to use "Style 1" to retain the clipping, and "Style 2" if they wish to make use of other head replacements *without* clipping.
