Firstly you always need a melee weapon in case you run out of primary and secondary ammo because you can't just hold nothing.
Secondly Soldier already has a myriad of countermeasures to airborne enemies with the Direct Hit, Reserve Shooter, and Market Gardener, so this just feel wholly unnecessary.
Thirdly movement negation mechanics are complete and total AIDS. Clearly you've never had to fight a really annoying brainless Scorch ♥♥♥♥ spammer. The only weapons that are ok at this are the ones that come at a very high price in terms of their effectiveness or reliability. This would just ♥♥♥♥ over explosive jumpers for no real downside.
But other than the stats the model looks great and would work with an outdoorsy look, which I'm totally down for. It'd just need different stats but otherwise you're set.
