Speaking of footsteps. It reminded me of a change TF2C did where soldiers using gunboats would have a different walking sound due to them running around in metal boots.

No lol, and Valve knows that, because for CS:GO, before they added the new footsteps, they updated the sounds to use 44.1 kHz

the reason why the original sound effects are compressed is well, to compress them. they made the sound files smaller in file size to make more space for other things on the PCs and consoles of the time. also portal 2's footsteps are completely different from half-life 2's, the originals were perfectly fine in quality aside from grass and chainlink
