for some reason when i try to play hoi4 with this mod hirohito just dissapears and japan is not ruled by anyone (there is no portrait and it shows up as no commander)

Theres a small problem where after i formed the puppets i sometimes accidentally delete them while fixing borders with the toolpack and i cant recreate them through the decision and forever loose the country.
is there a solution like having a permanent core state or allowing the decision to be based on if they exist or not to appear or atleast a list of the tags for the countries so i can release them manually?

Japan ai always seems to manually create another china puppet in the peace deal instead of annexing and forming through decisions. This always causes there to be two chinas led by wang.
