After some quick trial and error, I figured out that my mod depends on the vanilla expanded framework. Changed some things to reflect that.

Sweet. I have been using the "Sandevistan" mod to ignore terrain penalties. That mod is way to OP for my needs, so I have been modifying the mod to nerf it. This mod should suit my needs much better.
