I believe this is a nod to the fact that in the OG HL, Gman was standing right infront of the player obscured by a black screen, when doing his final remark after you accept the deal.

Personally, it looks awful and I see why they cut it. But it is quite funny, TvT3 is 100% correct.
No offense to OP either, they just re-added the scene.
