Both mods are altering the same config values, so one would override the other, causing a conflict.
I'm not 100% sure how Splendid have configured their stuff to affect AI more, but both mods alter the particle effects in different ways.
SPE has their own smoke shell effects, I have no plans to change things for SPE at this time, maybe in the future but I haven't set any time aside for it
Only smoke grenades and smoke rounds for artillery, as stated in the mod description : "Changes affect smoke grenades, grenade launcher smoke rounds, and smoke artillery rounds."

Read the description and previous comments, your question has been asked and answered several times - this mod does not change AI for smoke, so no, it does not affect AI vision like with Splendid Smoke.

Splendid uses a different particle shape, and a higher particle drop rate (more particles = lower fps, more work for GPU/CPU to do). It should work on AI the same as a normal smoke grenade in a multiplayer setting.

No, releasing Photon VFX Smoke this way means people who don't want to use the main Photon VFX mod can still upgrade their smoke FX - this mod can be run standalone or alongside Photon VFX main.
See screenshots, it's hard to compare as I don't run splendid
